BIR: CMRA qualification certificate free of charge and not mandatory – application deadline extended until end of year

On 14 August 2020, the BIR News item "China: Recycling copper and aluminium raw material suppliers – 20-day deadline for qualification certificate application" informed BIR members of the China Nonferrous Metals Industry Association Recycling Metal Branch (CMRA) Qualification Certification system.

BIR would like to specify that the qualification certificate is not mandatory and also not specifically requested by the General Administration of Customs of The People’s Republic of China or the Ministry of Ecology and Environment. However, CMRA is working closely with the ministry and the customs administration to obtain the best possible import conditions for the recycling industry and to have their certification process being recognized by the Chinese authorities.

CMRA has also informed BIR that the deadline for the application will been extended until the end of the year.

Presently and until the Chinese rules change, companies exporting metal scrap to China have to comply with all the current procedures including being registered with AQSIQ and having pre-shipment inspections.
